Certificate 14 (Form 14) certifies that the structural work on the building has been completed — the framework, walls, roof and joinery have been installed. Following Act 14, the building is sealed off and the finishing and installation works commence.
Act 15 (Form 15) is a certificate of compliance which confirms that the building is fit for commissioning — the finishing works, and the water, drainage and electrical installations are in place. It precedes the submission of documents for the final occupancy permit.
Act 16 is the official occupancy permit issued by the State Acceptance Commission — the final step in making the building legally habitable. In short: Act 14 signifies a structurally complete building, Act 15 signifies readiness for commissioning, and Act 16 is the legal authorisation to move in.
‘Off-plan’ means buying before or right at the start of construction, based on an approved design. ‘Shell-only’ means that the structure, walls and roof have already been built, usually after Act 14, but the finishing works are still to come.
